While Gresham Taylor, a dubious psychiatrist, whos experimenting on a dangerous patient at a hospital in London, has much darker plans for the use of technology. When Miller leaves Global, disgusted with the corporations refusal to recognize the value of his brain-child - the Tracks system, which can follow and monitor patients - he joins Taylor in London, and infiltrates Tracks into Taylors project. But he hasnt escaped the long reach of Global and Lamb, and when a horrific biological threat arises in Texas, a secretive Federal agencybegins to take an interest in his work.
