His degrees are Bachelor of Commerce (Queen's), Bachelor of Laws (Windsor), Licence en Droit Civil (Ottawa), Master of Laws (Ottawa), and Master of Arts in Foreign Affairs (Johns Hopkins School of Advanced International Studies).
