This Manual is written for legal professionals involved in abuse, neglect, dependency, and related termination of parental rights proceedings in North Carolina. It provides easily accessible information about the laws, procedures, and concepts that apply to these proceedings. Topics are organized into fourteen chapters, addressing the different stages of these proceedings from a report of suspected abuse, neglect, or dependency through the achievement of a permanent plan for the child, as well as an overview of North Carolina's child welfare system, jurisdictional issues, evidence, appeals, confidentiality, and applicable federal laws. Each chapter combines applicable statutes, relevant case summaries, additional resources, and practical explanations. Nine checklists address the various types of hearings that are involved in these proceedings.

Contributor Bio(s): DePasquale, Sarah: - Sara DePasquale joined the UNC School of Government in 2013. She specializes in child welfare law in North Carolina and teaches and consults with judges, social services attorneys, parent attorneys, and other law professionals. Her publications include Fathers and Paternity: Applying the Law in North Carolina Child Welfare Cases and regular posts to the School's On the Civil Side blog. Her primer Stages of Abuse, Neglect, and Dependency Cases in North Carolina: From Report to Final Disposition earned the School's Margaret Taylor Writing Award in 2016. DePasquale received a BA from Binghamton University, is a magna cum laude graduate of the University of Buffalo School of Law, and also earned a dual degree with an MSW in child welfare/family systems from the University at Buffalo School of Social Work.Simmons, Jan S.: - Jan S. Simmons joined the UNC School of Government in 1996. Simmons' projects include revising Abuse, Neglect, Dependency, and Termination of Parental Rights Proceedings in North Carolina, North Carolina Clerk of Superior Court Procedures Manual, and the North Carolina Trial Judges' Bench Book, District Court. She is a member of the North Carolina Bar Association and formerly on the board of directors of BarCARES of North Carolina Inc. Simmons earned a BA from the University of Kentucky and a JD, Order of the Coif, from the University of South Carolina.
