S. Rep. No. 99-345, at 9 (1986). Thus the Anti-Kickback Statute and False Claims Act were not drafted to cabin healthcare providers' liability for certain types of false claims or for certain types of illegal kickbacks. Instead, Congress intended both statutes to reach a broad swath of "fraud and abuse" in the federal healthcare system. H.R. Rep. No. 95-393, at 47 (1977). US ex rel. Greenfield v.
